This course will be delivered in two 3-hour sessions:

First session is on August 26 from 9:00 a.m. to Noon

Second session is on August 28 from 9:00 to Noon

There is no session on August 27.

The Municipal Accounting and Bookkeeping Basics Course is designed to equip you with the essential skills needed to manage and oversee public funds with precision and integrity. In this course, you will dive into the foundational principles of accounting and bookkeeping, tailored specifically for municipal operations, and explore the unique aspects of accounting within the local government context.

This course is designed for municipal officials including, but not limited to:

  • Fund accounting and reporting
  • DCED Chart of Accounts
  • Double-entry bookkeeping
  • Accounting cycles
  • Budget preparation and management
  • Financial reporting and compliance
  • Annual audit report

These objectives aim to provide a comprehensive understanding of municipal accounting, equipping you with the skills needed to manage and analyze municipal finances effectively.

  • Effectively communicate the treasury function of local government: able to articulate the financial powers and responsibilities of a municipality, including budgeting and revenue generation
  • Describe the principles and theories applicable to municipal governments: be able to explain the foundational concepts and theories that underpin municipal accounting practices
  • Demonstrate knowledge of fund accounting principles and procedures: able to apply fund accounting methods to manage municipal finances effectively
  • Apply accounting theories to practical financial administration: able to manage the financial administration of a local government, including maintaining the municipal financial information system
  • Interpret the business implications of financial statement information: be able to analyze financial statements to understand their impact on municipal operations

Must attend both 3-hour sessions to earn the course certificate
