This course will be delivered in two 3-hour sessions:

First session:  October 3 from 9:00 a.m. to Noon

Second session:  October 4  from 9:00 to Noon

Do you know what is expected of you in your position as municipal secretary or administrator? Defining your role, whether you are new to the job or not, can be challenging. Laws and regulations change frequently. Knowing how to accurately complete and file forms and communicate with elected officials and the public is a full-time job.

This course is intended to help new municipal secretaries and administrators recognize and carry out the responsibilities of their jobs more effective. It covers wide range of topics essential for municipal administration. Veteran staff may find the course to be a valuable refresher. Course material is based on both legal requirements of the job and on practical experience.

It may be helpful to have your copy of the Borough Code or Township Code with you. The recent codification of the Borough Code, along with changes in procurement laws will be covered this yearly.

This course covers a wide range of topics and is an overview of these topics:

Topics

  • Your Role:  Legal and implied duties
  • Legal Requirements:  Borough Code or Township Code, and other relevant laws and regulations; review ordinances and resolutions;
  • Finances: The municipal budget process, financial planning, and fiscal management
  • Purchasing: Procedures and regulations for municipal procurement and contract management
  • Meeting Management: Organizing and conducting effective municipal meetings, including agenda preparation and minute-taking
  • Record Keeping: Documentation and archiving of municipal records

Objectives

  • Describe the structure and functions of your job within your municipal government
  • List the principles of municipal budgeting, financial planning, and fiscal management.
  • Describe how to conduct effective municipal meetings, including agenda preparation and minute-taking
  • Know where to find relevant laws and regulations, such as your Borough Code or Township Code
  • Implement the correct documentation and archiving of municipal records

Course Schedule:

9:00 a.m. to Noon both days

Must attend both 3-hour sessions to earn the course certificate
